Since 1979, Training Services Association  has been providing comprehensive quality training to both Public and Native American housing authorities, as well as to the many governmental agencies, schools, hospitals, and casinos who request our services

TSA specializes in “hands-on” training with a wide variety of workshops related to Building and Housing Maintenance.  Our workshops are regularly scheduled events held in large cities around the U.S., as well as on-site workshops upon request.

TSA is committed to helping our clients meet and achieve their training needs by providing high quality learning experiences, while at the same time, keeping our training fees affordable.  We provide training to both private and government agencies and offer customized workshops and training materials to meet their specific needs.

We frequently present on-site training for smaller agencies by combining several small groups at the training session. All we need is a hosting agency and a minimum commitment for attendance.

Bill Cogley, Founder

Bill Cogley was the founder of Training Services Association, and he remained its CEO from 1979 until his death in 2018. Since his passing, Bill’s longstanding TSA team has taken the reins of the company while maintaining the same level of enthusiasm and dedication that Bill gave to every detail of the business for the forty years that he was at the helm. Bill’s number one priority was satisfying his customers- and that remains the prime goal of his TSA legacy.


Kevin Cogley,              Director of Operations

Kevin Cogley developed an interest in the trades early in his life, particularly in the fields of construction and rehabbing houses. He is a licensed general contractor and owns and operates Blarney Stone General Contracting based in Tucson, AZ. During his father’s illness, Kevin was asked by his dad to take over the responsibilities of Director of Operations for TSA, which Kevin has been honored to do.
