TSA is committed to helping our clients meet and achieve their training needs by providing high quality learning experiences, while at the same time, keeping our training fees affordable. We provide training to both private and government agencies and offer customized workshops and training materials to meet their specific needs.
We frequently present on-site training for smaller agencies by combining several small groups at the training session. All we need is a hosting agency and a minimum commitment for attendance.

Bill Cogley is the Founder and Director of Training Services Association, which he developed in 1979. He had previously spent many years employed as Executive Director for a Public Housing Authority in Michigan before he and his family moved to Arizona where he was hired to be the Executive Director for the Tohono O’odham Nation Housing Authority. Bill’s responsibilities with the Tribe included functioning as the Executive Director, training the Housing Authority’s office staff and its Board of Commissioners, and, ultimately, training a member of the Tribe to take over for him when he left to be a consultant to many other tribes around the Southwest, and eventually around the country.
Bill developed TSA in direct response to his experiences as a consultant where he became aware of the extreme need for all aspects of training related to managing a housing authority.
Kevin Cogley is one of Bill’s three sons who has been involved behind the scenes with Training Services Association for many years. Kevin developed an interest in the trades years ago, in particular construction and rehabbing houses. He is presently a licensed general contractor and owner and director of his own construction company, “Blarney Stone General Contracting.” Training Services Association has been a long-standing family affair, and Kevin has accepted his father’s offer that he be designated as a co-director of TSA operations.
Since 1979, TSA has been providing comprehensive quality training to both Public and Native American housing authorities, as well as to the many governmental agencies, schools, hospitals, and casinos who request our services.
TSA is a member of the Association for Talent Development, formally the American Society of Training and Development.
